Leadership Roles -- Demonstrating Leadership
College admissions officers often search applicantions for students who have demonstrated leadership while in high school.
Admissions folks are always searching for the next generation of leaders for their campus, so high school students who have held leadership positions are seen in a very positive light.
You don't need to be the leader of every organization you belong to -- nor should that even be a goal. However, the skills you gain as a leader in a high school club or organization should be extremely helpful to you if you choose to also seek leadership roles while in college.
Your Goal? Certainly by your junior or senior year in high school you should seek a leadership role in one or two of your favorite clubs or organizations. You do not need to seek the presidency (unless you really want to) -- just a leadership position.
